House of Delegates and Elections

NACHC holds its annual meeting of the House of Delegates at the Community Health Institute (CHI) & EXPO Conference. Beginning in 2024, the House of Delegates is also livestreamed for registered voters who want to participate virtually.

The House of Delegates is where registered delegates cast votes to amend NACHC’s bylaws and elect national positions of NACHC’s Board of Directors.

This year’s House of Delegates is Saturday, August 24, from 10 a.m. to 12 p.m. ET.

Voter registration closes at 10 a.m. ET on August 24. See “Participating in the House” below for more information.

The in-person House of Delegates will be held in the Centennial Ballroom of the Hyatt Regency in Atlanta. Those participating in person must bring an electronic device (phone, tablet, or laptop) to participate in the electronic ballots that will open and close during the House of Delegates.

Those participating remotely can view the livestream via Zoom.

After establishing quorum, the House of Delegates will vote to adopt the following Agenda and Rules of the House of Delegates.

Consistent with the Agenda, the House of Delegates will vote on proposed amendments to NACHC’s Bylaws.

The House also will vote in elections for national office. NACHC’s Nominating Committee has reviewed and verified each declared candidate’s petition for candidacy and has prepared the Slate of Candidates, which summarizes the qualifications of the candidates.

Participating in the House of Delegates

Organizational Members of NACHC in good standing (those that have paid at least one quarter of their 2024-2025 dues) by July 25 are eligible to vote.

The process begins with registration for credentialing. August 5, the CEO/ED of each voting-eligible Organizational Member was sent an email with the subject “Register now: NACHC 2024 House of Delegates — Voting Registration” from “National Association of Community Health Centers” and the email invitations@mail.electionbuddy.com. The registration process must be completed by August 24 at 10 a.m. ET. If your health center CEO/ED cannot locate this email, contact membership@nacch.org.

All voting will be conducted electronically in 2024, whether members are attending the CHI conference in Atlanta or watching the livestream remotely. Due to the potential for the ballot to change if there are nominations from the floor, all votes must be cast during the House of Delegates itself (no asynchronous voting).

Eligible voters may also assign their proxy to another eligible Organizational Member or to a Primary Care Association.

The 2024 national elections will fill the following open roles:

  • Vice Speaker of the House
  • Secretary
  • Consumer/Board Member Representative
  • Health Center Board Member Representative
  • Clinician Representative

Bylaws Amendments

Amendments to NACHC’s Bylaws are facilitated by the Bylaws Committee and recommended for adoption by NACHC’s Board of Directors.

Here are answers to a few frequently asked questions:

Is my organization eligible to vote?

Organizational Members of NACHC are eligible to vote if they paid at least one quarter of their 2024-2025 dues by July 24. If you’re unsure if your health center meets these requirements, contact membership@nachc.org.

Does the CEO/ED have to be the one casting votes during the House of Delegates?

The CEO/ED of each eligible Organizational Member was sent the email to register to vote. Through that process, the CEO/ED could designate another phone number or email to receive the ballots during the House of Delegates. Through this process, the CEO/ED can designate another member of their organization to cast votes.

Does our organization need to be present at the House of Delegates in Atlanta?

No. A livestream link will be posted here for those that want to watch the proceedings remotely. It’s important to note, however, that all ballots will open and close during the House of Delegates, August 24, between 10 a.m. and noon ET. So while in-person attendance isn’t require, real-time participation is required.

Can our organization give our proxy to someone else?

Yes. Proxies can be given to other eligible Organizational Members or to Primary Care Associations. Before assigning your organization’s proxy during the registration process, please reach out to the organization you would like to carry your proxy to ensure they will participate in the House of Delegates (in person or remotely). NACHC isn’t responsible for assigned proxy votes that aren’t fulfilled.
