Program Background
Some Federally Qualified Health Centers (FQHCs) receive grant support designated for the federal Public Housing Primary Care (PHPC) program, a special population designation.
The Public Housing Primary Care Program is a federal grant program created under the Disadvantaged Minority Health Improvement Act of 1990, which amended the Public Health Service Act to include Section 340A. The PHPC Program was reauthorized under the Health Centers Consolidation Act of 1996 as Section 330(i) of the Public Health Service Act.

The mission of the PHPC Program is to provide residents of public housing with increased access to comprehensive primary health care services through the direct provision of health promotion and disease prevention activities and primary health care services. Services are provided on the premises of public housing developments or at other locations immediately accessible to residents of public housing.
As of 2015, 297 health centers operate a clinical delivery site that is in or immediately accessible to public housing. Of those 297 health centers, 106 health centers receive targeted PHPC funding.
Resources for Health Centers Serving Residents of Public Housing
NACHC supports PHPC health centers at both the program and policy levels. Specifically, NACHC has a Health Care in Public Housing Task Force, which is composed of 20 NACHC members who represent health centers that serve residents of public housing. The Task Force advises NACHC’s Board of Directors and staff on issues related to providing care to this population. The Task Force serves as a forum to strengthen collaboration among NACHC membership and other organizations that serve residents of public housing.
